It could be just moisture variations in the slab of concrete. The solution for this discoloration is to use Oxalic Acid. Oxalic acid will correct the varying concrete and make it more uniform.

You will mix one-half a cup in a gallon of warm water and pour it on the stains.

Let it work sit for about 60 minutes, then scrub with a bristled brush and hose off.
